You will get this error message if the system file framedyn.dll cannot be found.
This is usually the result of a bad environment path. To get around this error 
please follow these instructions: 
1. Copy %Windir%\System32\Wbem\framedyn.dll to %Windir%\System32. 
2. Run the installation program again. 
3. Delete framedyn.dll from %Windir%\System32.
